The National Hurricane Center in Miami has officially upgraded Invest 96-L to Tropical Storm Dolly.
The fourth named storm of the Atlantic season is fighting heavy wind shear.
"Although Dolly is forecast to no longer be a tropical cyclone when it passes near the Leeward Islands, heavy rainfall could begin to affect the Leeward Islands late Saturday into Sunday and the Virgin Islands, Puerto Rico and Hispaniola Sunday and Monday. This heavy rain may produce flash flooding, especially in areas of higher terrain," said the NHC.
At this time, there is no expected threat to the Gulf Coast.
The NHC also noted the timing of the use of the name Dolly as "purely coincidental" with Dolly replacing Diana in the rotation of names after the 1990 hurricane season, first being used in 1996.
