A state audit blames the Orleans Parish Sheriff's Office for creating the conditions resulting in last year's mass jailbreak at the parish lockup.
Ten inmates escaped from the Orleans Justice Center in May, prompting the Louisiana Legislative Auditor to examine several years of internal operations at the sheriff's office.
The audit discovered widespread neglect of security checks, plus deputies who were on the clock at the jail while actually working off-duty positions.
As a result, the jail was often understaffed.
