Baton Rouge Police Chief TJ Morse says the department is experiencing the worst manpower shortage in its history.

Morse says a police academy scheduled for January had to be postponed because of a lack of recruits.

The department has lost 128 officers in the past ten years, dropping from 670 officers in 2015 to only 542 today, because resignations aren't being matched by new officers.

Morse says the Louisiana State Police and other agencies pay better, making it hard for Baton Rouge to recruit and retain officers.
