A historically black community in St. John the Baptist Parish won't be designated a National Historic Landmark.
The designation would have protected an 11-mile stretch known as Great River Road that winds through sugar cane plantations along the Mississippi River.
The National Parks Service rejected the area's request because of major federal spending cuts.
State officials are applauding the move as a victory for economic development in the area.
