After spending some time as a potential tropical cyclone, Tropical Storm Cindy has formed by the Gulf of Mexico.
Maximum winds have strengthened a bit to 45 miles per hour and movement is stationary as of the 1 p.m. update.
Cindy is still expected to be a large rain event for southeast Louisiana, as tropical moisture is pulled out of the Gulf well to the east of the storm's center.
A flash flood watch remains in effect through Thursday night and a tropical storm warning now runs along the Louisiana coast.
