Tropical Storm Fernand formed in the southwestern Gulf of Mexico Tuesday afternoon, with maximum winds of 40 miles per hour while moving due west at 7 miles per hour.
A tropical storm warning is in effect for the northeast coast of Mexico from La Pesca to Barra del Tordo and from Barra El Mezquital to the Mouth of the Rio Grande River.
Landfall is expected on Wednesday, though the National Hurricane Center says tropical storm conditions could be felt within the warning area starting tonight or early Wednesday.
The NHC says parts of northeast Mexico could see six to 12 inches of rain, with isolated amounts up to 15 inches, through Friday. South Texas and the lower Texas coast could see two to four inches of rain, with isolated amounts of six inches, over the same timeframe.
Fernand will not threaten Louisiana.
