Baton Rouge police say a man is in custody for the weekend murder of David Riggins, the former mayor of Vinton. They say the 64-year-old was shot to death early Saturday morning during a dispute along Old Hammond Highway.
Charged with second-degree murder in the killing is 32-year-old Vernon Mosby. Officers say the two wrestled over a gun held by Riggins after Mosby jumped the fence to Riggins home to apparently confront him about dating another man. The weapon discharged, fatally wounding Riggins in the neck.
