A Texas man is behind bars in West Baton Rouge Parish after allegedly performing lewd acts on himself while driving on I-10 with two children in his vehicle.
State police arrested 47-year-old James Toomey of Spring yesterday morning acting on a tip from another motorist who witnessed what he was doing.
Troopers charged him with two counts of indecent behavior with juveniles and two counts of contributing to the delinquency of juveniles.
The children were placed in state custody until they could be returned to other family members.
