Subtropical Storm Debby Forms

Say hello to the season's second subtropical storm as Debby formed Tuesday out in the North Atlantic with winds around 40 miles per hour.

The system is no threat to land and should not grow much stronger before hitting cooler waters. The National Hurricane Center expects Debby will fall apart in the next 48 hours.

Elsewhere, the tropics remain quiet.
