A 16-year-old boy is being held in the East Baton Rouge Juvenile Detention Center after being arrested Thursday for the killing of another teen.
Police say 15-year-old Raymond Phillips was shot to death in mid-February. Officers arrested his alleged shooter yesterday, charging him with second-degree murder.
Detectives are still working to learn the motive for the shooting.
