Livingston Parish President Vetoes Proposed Development Moratorium

Livingston Parish President Layton Ricks is vetoing a one-year moratorium on new developments in the parish.

Members of the Parish Council approved the moratorium late last month after several heated debates between council members, developers, and homeowners.

Ricks issued a statement that said the Ascension Parish attorney believes the moratorium may violate the Fair Housing Act.

The problem is that it would "have the effect of halting affordable housing development by disproportionately depriving racial minorities."
